In all countries represented in the workshop, probation and parole have played a significant role in the rehabilitation and reintegration of offenders into society. In the group workshop, the participants described the community-based treatment systems, discussed offender treatment problems in their respective countries, and developed recommendations for improving their programs. Participants recommended that offenders be carefully screened in an effort to select those most likely to profit from probation; that conditions for probation be imposed by law, by the judge, or by the probation officer; that recruitment and training of new probation officers and volunteer probation officers is needed; that further experimentation be done with volunteer probation officers; that Governments support halfway houses and initiate a campaign to encourage employers to hire ex-offenders; and that new techniques and approaches in probation systems be encouraged.
