Ten manuals are presented in a looseleaf binder. Among the manuals are two that assist neighborhood groups to organize against crime. The 'Neighborhood Arson Control Systems' manual presents the major activities of an arson prevention campaign in a step-by-step format. 'Escort Services' describes procedures for developing community escort services for the elderly. Several manuals provide profiles of working community organizations, including the Westcott Youth Organization, an organization with a new perspective on youth mobilization that involves permanent, youth-controlled, multiservice organizations directed at multiple issues. The Committee Organized for Public Service, a Texas citizens' organization that teaches organizational principles and uses an ad book to raise money, is described. A third profile details a community organization that became involved in the operation of the Model Cities program in San Francisco, the Mission Coalition Organization. Five manuals provide guides for fundraising programs. They address private philanthropy--how to identify and approach local foundations; local fundraising--strategies for neighborhood fundraising campaigns that include carnivals, dances, raffles, and canvassing; and raising money from the business sector. A case study of the Lake View Citizen's Council details this Chicago neighborhood organization's efforts against displacement of low and moderate income families and senior citizens who are victims of real estate speculation and condominium conversion. Finally, a manual on organizing for local fundraising outlines the process of activating a board of directors towards localized fundraising. See NCJ 67855-67864 for individual manuals.
