It outlines role of the police in preventing civil disturbances through training, administrative policies, prevention planning, public relations, and positive police action. The concept of civil disobedience is explored, and such topics are examined as the consequences of civil disobedience, principal types of civil disobedience, crowd characteristics, and factors contributing to community tensions. The planning stages for dealing with civil disturbances are discussed, including operational, logistical, and intelligence planning; and planning for arrest, identification, detention, and counterinsurgency operations. Finally, police operations during a civil disturbance are outlined in such areas as mobilization, equipment, intelligence, strategy and tactics, communications, utility protection, recovered property, antisniper activity, formations in civil disturbance and riot control, and the use of chemicals.
