Exeter, in Devon County, Great Britain, is a city of 97,000 plagued with problems caused by poorly planned inner-city housing developments, or estates. Thus, the Exeter Policing Consultative Group (EPCG) was founded in 1976 to increase citizen awareness of crime, especially juvenile crime, and to encourage crime prevention projects. EPCG included persons working in transport, employment, pubs, and the press, as well as local authorities and social and private agencies. EPCG subsequently formed a Steering Committee to research crime reduction. Its first year achievements have included setting up a joint training program for field workers from all agencies involved; developing a method for collecting and analyzing information from a wide variety of sources; and setting up two community groups of field workers to pool efforts in making neighborhoods safer and more pleasant. In addition, the Steering Committee has been consulted by city planners on many questions. Steering Committee achievements have included the use of existing resources and the conversion of most officers of the city's agencies to their policies. Moreover, the original aim of working on crime reduction has broadened to cover more general city improvement. Steering Committee tasks for the future include strengthening and more clearly defining neighborhood groups, working more closely with the community, and improving communication with the rest of Exeter.
