The Hearing was held in Des Moines, Iowa. The Hearing emphasizes the close collaboration between Federal and State agencies in developing effective alcoholism preventive programs targeted at juveniles. In combating this nationwide problem, the Federal Government can provide leadership, guidelines, funding, and a focus for national attention, but the ultimate responsibility rests on the States and particularly on the communities. Testimony includes statements by policy makers, social workers, medical specialists, recovered alcoholics, drug specialists and administrators.
