The Department of Correction is responsible for the confinement and noninstitutional supervision and treatment of offenders -- both juvenile and adult -- as are ordered by the courts. The department is composed of a central office, and adult bureau, and a juvenile bureau. During fiscal year 1978, the master plan for the Department was completed. Problems addressed in the master plan included building programs, bail reform, health care, treatment and classification, prison industries, security, and probation and parole. Major accomplishments occurred in the following areas: health and medical care were upgraded through a medical contract with an outside contractor, a prison industry building was constructed and prison industry programming was developed, a classification officer was employed and the classification system revamped, an inmate grievance officer was employed and an inmate grievance mechanism was developed, the intensive parole unit was put into operation, and additional probation and parole officers were hired to assist an already overloaded staff. Also accomplished were a reduction in the overcrowded situation at Women's Correctional Institution with the use of two cottages, expansion of educational and other programs at the Women's Correctional Institution, the expansion of work release programs at Kent Correctional Institution and Sussex Correctional Institution, the review and reorganization of internal procedures and controls within the Department of Correction (including updating of department manuals), the resolution of housing problems, and the development and control of a furlough program demanded to control population restrictions. Problems faced by the department include maintenance in the institutions, compliance with Federal court orders, and meeting the needs of inmates requesting participation in educational programs.
