Issues examined were inmate health services and population, corrections management/organization, inmate programs, constitutional issues, corrections security, and others. The study found that the State's adult corrections system can be expected to grow in size and complexity during the next 5 years, requiring considerable capital and operating expenditures. Alternative strategies were selected to reduce the pressure to spend vast new sums on corrections, provide cost-effective public protection while minimizing risk, provide effective and constitutional strategies for dealing with offenders, and develop a flexible policy for managing and controlling the growth of the correctional system. The study recommends that the 1978 State legislative session appropriate $658,950 to implement three pilot corrections programs and expand Department of Corrections resources in the areas of planning, training, and community relations.
