The opening presentation analyzes the crime problems of four Chicago communities, and crime prevention policy implications of the research are discussed. The central conclusion is that thwarting crime in a community inolves increasing the community's capacity to regulate social change affecting local residents so that the characteristics of effective community social control mechanisms are maintained. A series of magazine and newspaper articles on citizen involvement in crime prevention precedes an examination of patterns of citizen participation in community planning and development from the perspective of eight ascending degrees of citizen participation. Another essay focuses on improved policing through a problem-oriented approach. The proposed strategy for increasing police effectiveness begins with a systematic scientific analysis of community crime problems, followed by the development of experimental approaches for dealing with the problems. Monitoring and evaluation provides the empirical analysis for measuring the effectiveness and revising or changing the approaches used. The political aspects of planning and implementation of community crime prevention program are discussed in another paper. Six case studies of the planning and implementation of community crime prevention programs are included in the presentation. The literature review discusses and lists references for the concept and history of community crime prevention and individual and collective crime prevention initiatives.
