This agenda, prepared in accordance with Minn. Stat. S299A. 03. subd. 9(h), presents recommendations for improving the Minnesota criminal justice system, including juvenile justice.
Abstract
High-priority items recommended include consolidation of rural law enforcement services, improved investigation services for urban law enforcement agencies, and improved caseload management in Minnesota trial courts. Also listed as needing immediate attention are uniform personnel policies and standards for nonjudicial court personnel, improved court records management, improved fiscal management of the State court system, uniform statewide juvenile court rules and procedures, and alternatives to secure detention for juvenile status offenders. In addition, such areas as victim/witness assistance, training for criminal justice system personnel, and the juvenile code require changes. Recommendations for cross-systems improvements cover arson, family violence, juvenile justice, and victims services. These areas cut across component boundaries and will require funding from the State legislature. Other recommendations encompass improvements for law enforcement, the courts, and corrections. Charts, photographs, and appendixes of related material are provided.
