This 1978 annual report provides data and information on the structure of the New York State Commission of Correction.
Abstract
Following a description of the Commission's structure, its functions are listed as follows: (1) to ensure the humane treatment of prisoners and detainees, (2) to facilitate the operations and programs in correctional facilities, and (3) to review the operations and programs of the criminal justice system as they affect corrections. Accomplishments for 1978 are listed for the Citizens' Policy and Complaint Review Council, created to advise the Commission and establish and monitor an inmate grievance procedure. Statistics and activities are also presented for the Correction Medical Review Board, which is charged with investigating all deaths in detention and correctional facilities and with making recommendations for improving health care delivery to pretrial detainees and sentenced offenders. The Commission is staffed with trained specialists who visit all correctional facilities in the State and report their findings and recommendations to the Commission. In an effort to ensure appropriate staffing, the Commission, with the cooperation of sheriffs and jail administrators is conducting studies of staffing in all local correctional facilities. Improvements made in seven county jails are described, and actions taken by the Commission to help upgrade local lockup detention by providing technical assistance are reported. Other Commission activities reported deal with improvement in State facilities, the effectiveness of temporary relase, New York City facilities, grievances and unusual incidents, and constructon of correctional facilities. Information on training and legislation relevant to corrections is also included. Names of the county sheriffs are listed, and the names and addresses of all State correctional facilities are provided.
