This 1979-80 annual report presents data and information on the structure and operations of Canada's Secretariat, the Royal Canadian Mounted Police, the National Parole Board, and the Correctional Service.
Abstract
The Department of the Solicitor General was established in 1966 when Parliament assigned it responsibility for the Royal Canadian Mounted Police and the Canadian Penitentiary Service. In 1973, departmental headquarters was reorganized to perform the functions of a Ministry Secretariat. The Secretariat has branches responsible for policy, policy and security, and programs. The activities of each of these branches during the year are described. The organization and administration of the Royal Canadian Mounted Police (RCMP) are described, and data on staffing and personnel are provided. The description of the RCMP's criminal operations covers policing standards, tactical operations, bankruptcy fraud, national crime intelligence, commercial crime, traffic, joint force operations, and drug enforcement. Data are provided on customs seizures and immigration and passport offenses. The report of the National Parole Board provides conditional release statistics and information on clemency, current policy development, ongoing development, and other activities. Activities and relevant data are presented for each branch of the Correctional Service of Canada. The branches are Policy, Planning, and Administration; Personnel; Finance; Executive Secretary's Branch; Inspector General's Branch; Security; Medical and Health Care Services; Offender Programs; Inmate Employment; Technical Services; and Communications.
