Findings are presented from an evaluation of 180 Degrees, Inc., a Minnesota halfway house specializing in the treatment of drug abuse clients.
Abstract
The first part of the report deals with client characteristics and program effects from August 1, 1973, when the program came under the support of the Governor's Commission on Crime Prevention and Control, through December 15, 1975, the end of the period covered in 'Residential Community Corrections Programs in Minnesota: An Evaluation Report.' The report's second part covers data on client characteristics and program effects for the last year of data collection: September 1, 1975 through August 31, 1976. Specific goals of the project were to demonstrate the effectiveness of employing a staff of ex-offenders with prior histories of alcohol and drug dependencies and to overcome and permanently halt clients' dependency on alcohol and drugs. For the periods covered, clients are described according to demographic and socioeconomic characteristics, as well as correctional histories. During the first period assessed, among former clients, 25 percent satisfactorily completed residence; 57.2 percent failed to complete residence satisfactorily; and 17.8 percent were terminated for neutral reasons. During this period, 180 Degrees, among halfway houses, had the lowest proportion of clients who satisfactorily completed residence and the second highest proportion of clients who failed to complete residence satisfactorily. During the 6-month postrelease followup period, clients who satisfactorily completed the residential program had substantially less recidivism than did clients who failed to complete residence satisfactorily. By the end of the 1-year followup, there were no significant differences in the recidivism of satisfactory and unsatisfactory clients. Among clients terminated during the final year, 45.6 percent satisfactorily completed residence; 44.1 percent failed to complete residence satisfactorily; and 10.3 percent were terminated for neutral reasons. This shows a substantial improvement over previous years. Data on client flow and client cost are also provided. Appended are a summary of recidivism data and a summary of data on all clients. Tabular data are provided throughout the report.
