This training key discusses characteristics of 'chickenhawks' (pedophiles who engage in homosexual practices with young boys), what kinds of evidence to look for in investigating such crimes, and techniques to use in interviewing victims.
Abstract
A typical chickenhawk usually has an identifiable sexual preference regarding children and will frequent locations that attract them. He may seek employment or volunteer work involving children of his sexual preference. Often, such a person relates far better to children than to adults. He will sexually pursue children by eye contact, furtive glances, or stares at the genital area of the prospective victim. The chickenhawk usually photographs the victim, gives the child money or presents, and may go to great lengths to conceal the illicit activity. Most chickenhawks prefer a narrow age range (such as 10-12 years) and thus must continually seek out new children. The key describes typical characteristics of victims and ways that incidents of sexual exploitation may come to the attention of the police. Factors to consider in interviewing the victim include the circumstance that the victim may have been a 'willing' participant. Victims may refuse to cooperate with the police because of fear of the offender or a wish to protect the offender. Police officers must convey the idea that they accept the child as he is, and that they are concerned and interested in the child. To conduct a successful interview, officers need to establish and maintain a rapport with the child. Methods of accomplishing this are described. A discussion guide is included.
