Findings are presented from an examination of the recommendations for the placement and psychological treatment of offenders given an institutional sentence in British Columbia (Canada), and the extent to which these recommendations were followed is determined.
Abstract
During the study period from April 1, 1975, to March 31, 1978, recommendations were made on about 7 percent of the 11,144 warrants of committal. The data are generalizable to include the period back to 1967, although this may not be true for females examined as separate population. Recommendations consisted of (1) specific psychiatric/psychological treatment recommendations, such as Regional Psychiatric Hospital (about 9 percent of total recommendations); (2) general offender assistance programs, such as Alouette River A.A. Centre (about 45 percent of total recommendations); and (3) recommendations for general facility placement, such as Stave Lake Forestry Camp (about 45 percent of total recommendations). Many of the offenders for which recommendations were given were youthful and had committed crimes that were drug and alcohol-related. The most frequently committed crime for which a recommendation was given was breaking and entering with the commission of an indictable offense. Recommendations for Alouette River Correctional Centre and Twin Maples (female minimum security unit) are often implemented. Recommendations for forestry camp and Boulder Bay are less often implemented. Very specific recommendations are not followed in the majority of cases. Specific psychiatric and psychological recommendations are followed at least half the time, with a range of compliance from 50 percent to 100 percent.
