Target hardening includes installing special locks, window grills, and alarm system and pursuing protective environmental techniques (i.e., landscaping or street lighting). Citizen mobilization can take several forms: self-policing (neighborhood watch groups), dealing with the political system (lobbying for prison reform), or meeting an unfulfilled need in the community (volunteer counseling programs). Police can employ decoy cops, team policing, and crisis intervention skills. An effective crime prevention program requires identifying the crime problem, assessing resources, establishing goals, gathering and analyzing data, evaluating the program design, and following up earlier plans. Community volunteers and organizers must be trained and should use public relations techniques to promote the program.
