A total of 2,852 youth were served in Texas Council (TYC) institutions in 1981; 2,168 were in TYC community-based residential programs; and 3,473 youth were served on parole, following their completion of programs in the various residential facilities.
Abstract
Though the agency received more youth during 1981 than during any year since 1970, more youth than ever before (42 percent) were put into community programs. Escapes of youth from the Giddings State School, the institution that was restructured to serve only violent offenders, decreased dramatically to 38, compared to 283 the previous year. TYC continued to implement the 5-year plan, which includes a centralized budget. The policy of retaining violent offender youth for a minimum of 12 months was continued with favorable reaction from the public. Two new halfway house facilities were completed, one in Richmond and one in El Paso. Photographs, maps, and tables of statistical data (operating costs, commitments, etc.) are provided.
