The format provides for a listing of objectives to be accomplished in achieving each goal. Goals for crime prevention include increasing public awareness of the incidence and threat of crime as well as methods for preventing it and the development of crime prevention programs in geographical areas of the State where they are lacking. Goals for law enforcement include the transfer of successful operational concepts and programs among police agencies and the enhancement of the efficiency and effectiveness of administrative systems. Goals for adjudication, prosecution, and defense are the continuation of defense services for indigents, the continuation of victim-witness services, and improvement in the prosecution of major felony offenders. Improvement in the quality and quantity of diversion programs and the expansion of alternatives to incarceration are two of the goals for adult corrections, while goals for juvenile justice and delinquency prevention parallel those for adult corrections, with the additional goal of increasing the quality and cost-effectiveness of existing preventive services. One of the goals for information systems is to improve the quality of planning and management data available to criminal justice officials, and training goals focus on law enforcement, judicial and Commonwealth's attorneys, adult corrections, and juvenile justice and delinquency prevention. Goals for substance abuse programs focus on improved treatment and services, and the goal for addressing domestic violence is to promote more effective State response to domestic violence throgh training, data collection, and technical assistance.
