This manual for narcotics officers and narcotics unit supervisors and administrators details both general and special investigative procedures, various drugs and drug types, and administrative policies and procedures.
Abstract
General investigative procedures include techniques for case initiation (i.e., information receipt and verification), interviews and interrogations, report writing, handling physical evidence, case preparation (the prosecution report, pretrial conference, and witness preparation), and testifying in court. Special investigative procedures cover informant development, interviews, negotiations, and control and protection; surveillance operations (on foot, with vehicle, using electronics); narcotics intelligence, and undercover operations (penetration techniques, entrapment). Other special operations include searches (personal, automobile, small craft, building, and aircraft searches), raids (equipment and execution), special case types (clandestine laboratories and diversion cases), and conspiracy investigations. The manual describes opium and opium derivatives, cocaine (administration and use), depressants, stimulants, hallucinogens, and marijuana. Unit staffing, equipment, administration, and evaluation are also detailed as is personnel administration. A few sample reports, organizational charts, and data tables are supplied.
