These 3 speeches and 24 workshop summaries focus on the philosophy and operation of programs providing alternatives to incarceration in Canada and the United States and the efforts to develop additional programs.
Abstract
The conference was held in Toronto, Ontario, in June 1980. Speakers included criminal justice system officials and staff members of community agencies involved in community-based correctional programs. Discussions focused on neighborhood dispute resolution centers, victim-offender reconciliation and restitution, community service orders, fine options in Canada and Sweden, probation, and bail hostels. Other sessions considered bail verification and supervision in the United States and Canada, alternatives for mentally retarded offenders, community-based crime prevention programs, alternatives for ex-offenders, the treatment of native Canadians, and sentencing alternatives. Further discussions focused on program design, budget development, contracting for services, the evaluation of alternatives to incarceration, and methods of mobilizing community resources in support of alternatives to incarceration.
