This manual focuses on preventing child abductions. It addresses recognition of the problem, ways to set up reasonable security procedures, and methods for dealing with the problem.
Abstract
Begun in 1982, the Cobra Connection has several goals. It aims to increase awareness of child abductions, change laws to assist victims, and produce a combination of legislative and voluntary measures to prevent abductions. There are no official statistics on kidnapping, child abuse, homosexual rape, or missing children. Even the FBI's annual Uniform Crime Report ignores these categories. Law enforcement agencies do not uniformly report these statistics. There are many facets to tackling the missing child problem in America. Most of the action agencies specialize on separate facets of the problem. Others publish and disseminate education material on the subject, assisting families in the course of gathering the information. The Cobra Connection forms a national network of cooperation which informs each agency of the activities of each other agency, creating a coalition of agencies working together for a common purpose. Photos of missing children and background information on their disappearances are included. Phone numbers and addresses of affiliated agencies are provided. Information forms are also included.
