These hearings inquired into the gang killings in the Los Angeles area with a view to what might be done by the Federal Government. A further hearing in San Francisco provided more data from which to develop Federal legislation. Six witnesses spoke before the committee in Los Angeles and five in San Francisco. Speakers in Los Angeles focused on the details of life for those subject to the dominance of gangs, local efforts to contain the gangs, and violence in the public schools. A former gang member awaiting trial, spoke on his experiences with gangs. Other testimony came from an executive director of Community Youth Gang Services of Los Angeles County and the director of the Los Angeles County Probation Department's Gang Supervision Program. San Francisco witnesses discussed the nature of Bay Area gangs, including Asian gangs, gangs on youth authority organizations, and specific gangs in Northern California. California law as it pertains to juveniles and the results of a study on how to handle youth gangs were also examined. Materials presented by witnesses include the text of the California Penal Code pertaining to gang violence, the specialized gang supervision program, and the results of a study on strategies.
