This document summarizes the most significant criminal justice measures under consideration in the 98th Congress, dividing the issues into three categories: (1) issues that received final action, (2) issues that received committee or floor action, and (3) other pending justice matters.
Abstract
Under the first category, four actions are reported. First, President Reagan signed H.R. 2173 into law on March 21, 1984, extending appropriations for drug treatment and drug abuse monitoring of Federal probationers and parolees. Second, the Child Protection Act of 1984, which strengthens Federal law against production and distribution of child pornography, was signed into law on May 21, 1984. Third, S.422, which provides penalties for the theft of controlled substances, was signed into law by President Reagan on May 31, 1984. In addition, the Dangerous Drug Diversion Control Act, which strengthens Federal authority to prevent diversion of controlled substances from licit to illicit markets, was reported by the Judiciary Committee on June 12, 1984. Finally, Public Law 98-63, which imposes a national minimum legal age for purchase and consumption of alcoholic beverages, became law on July 17, 1984. Issues that received committee or floor action include bail reform, career criminals, child abuse treatment/child pornography, comprehensive crime control, and victim assistance. Numerous other bills, including the Prison Contraband Bill, Extradition Act, and Federal Officials Protection Act, await House and Senate action.
