A 1984 survey of reparation and mediation schemes in England and Wales determined the types of schemes in operation as well as those being planned, and detailed descriptions of many of them were developed.
Abstract
The survey found only 6 of 42 areas with no reparation/mediation scheme in existence or being planned. Seventeen of the 36 areas had 1 or more schemes operating at the time of the survey, with 235 schemes between them. Of these 25 schemes, 2 involved community mediation, 5 police-based reparation, 3 court-based reparation, 9 victim assistance repair schemes, 4 fundraising schemes, and 2 encounter groups. Direct conciliation occurred in only 10 (40 percent) of the existing schemes -- the first 3 types. The survey found 68 plans for reparation/mediation schemes in 30 areas. Direct offender/victim conciliation was more evident in planned schemes than among existing schemes. Schemes tend to be used more in industrialized urban areas than in rural counties. Major issues discussed include the appropriate point of intervention, selection of cases, financial savings, benefits to the victim, and whether victim or offender interests should be paramount.
