Seven short-term and 14 long-term recommendations are made. Short-term options include continuation of the parole board's early release program. In addition, the Department of Corrections should pursue contracting with counties for available jail beds to house State prisoners. The legislature should increase from one-third to one-half the percentage by which inmates can reduce their sentences by earning good time. Long-term options include legislative adoption of a community-based corrections program that would expand the use of restitution, community service, use of jail space, and the community corrections concept. The legislature should provide additional funding so that the Department of Corrections can expand its substance abuse treatment programs and drug monitoring capability. The Department of Corrections' work release program should continue, consistent with public safety. The department's work release and intensive supervision program staff should establish close liaison with local law enforcement. Construction and renovation needs should be reviewed. Finally, the Governor should create a joint executive/legislative/judicial/ local government/citizen committee to address causes of crime. Tables and figures are provided.
