The resource material is divided into seven modules that cover the dynamics of justice in the Northern Territories, Aborigines' involvement in justice service delivery, sentencing alternatives, the juvenile code, victim services, and research on justice issues. Material on the dynamics of justice in the Northern Territories encompasses characteristics of the dispensers and consumers of Northern justice; the diversity between Northern jurisdictions; intercultural communication in justice administration; and the roles of the police, judiciary, prosecution, and defense in administering Northern justice. The module on Aborigines' involvement in justice service delivery focuses on programs that have attempted to involve natives in policing and court activities, and the module on community involvement addresses strategies and programs for community involvement in justice concerns. Sentencing factors and the development of sentencing alternatives (community service orders, wilderness programs, and alcohol offenders programs) are considered in the sentencing module. The module on the juvenile code focuses on a comparison of the Juvenile Delinquents Act and the Young Offenders Act and the implementation of the Young Offenders Act in the Northwest Territories. The remaining two modules address the need for the development of victim assistance in the Northern Territories and ways to improve research on Northern justice. Lists of resource persons and readings accompany each module.
