Abstract: THE STUDY WAS DIRECTED AT FIVE SPECIFIC AREAS ORGANIZATIONAL ANALYSIS, MANPOWER UTILIZATION, INTERNAL COMMUNICATIONS, OPERATIONAL COMMUNICATIONS, AND MANAGEMENT INFORMATION SYSTEM. THIS FINAL REPORT INCLUDES RECOMMENDATIONS FOR AN IMMEDIATE AND LONG-RANGE ORGANIZATIONAL STRUCTURE OF THE POLICE DEPARTMENT, MANPOWER STAFFING AND SCHEDULING, IMPROVED PROCEDURES FOR INTERNAL COMMUNICATIONS, RADIO AND TELEPHONE SYSTEM OPERATIONS, AND THE CONCEPTUAL DESIGN OF BOTH AN AUTOMATED AND A MANUAL MANAGEMENT INFORMATION SYSTEM.
