Since the 1971 enactment of drug legislation in South Carolina that created a permanent drug and narcotics study committee within the General Assembly, the members have worked to become knowledgeable and stay abreast of activities in drug education, treatment, aftercare, rehabilitation, and law enforcement. |

Abstract: |
During the 1986-1987 legislative session, members of the Committee passed a number of legislative proposals including strengthening the felony DUI bill; mandating stronger penalties for distributing, selling, or manufacturing crack cocaine; increasing penalties for driving under suspension; authorizing interstate reciprocity to report driving convictions; strengthening implied consent; and requiring investigation into alcohol-related traffic deaths of persons under the age of 21. The report contains information on the State's Commission on Alcohol and Drug Abuse, Department of Corrections, Department of Education substance abuse programs, law enforcement division, Department of Mental Health projects, and rehabilitation programs. |
