Annotation: Since the late 1960's, Europe has led all other regions in the world in the incidence of terrorist activities; many of these activities have linkages, infrastructures, and operations related to Middle Eastern terrorism.
Abstract: Factors that have led to the terrorism in Europe have included the rise of Palestinian terrorism abroad after the June 1967 defeat of the Arab nations, the demonstrations against the Vietnam war, and technological developments in travel and communication. About 300 European terrorist groups have been active; the informal and formal relationships between many European groups and Middle Eastern State and non-State sponsors have provided support for their efforts. In addition, the Palestine Liberation Organization and other groups have developed extensive contacts with European terrorists, which have reciprocated in several ways. The Middle Eastern Terrorists have also been directly involved in attacks on European targets, while terrorist activity in the Middle East has also affected European interests. The responses have occurred on the legal, intelligence, law enforcement, diplomatic, economic, and military levels and have included both achievements and accomplishments. Thus, responses to terrorism must receive continued attention during the movement toward the economic and political integration of Europe.
