Annotation: The 1990 action plan formulated by the Child Welfare League of America (CWLA) stresses standards development and revision, training services, consultation services, publications, research, public policy efforts, and information services.
Abstract: The CWLA plans to revise its standards for day care services and group care and to examine its foster care standards. The CWLA Training Institute will continue to help child welfare professionals transfer standards into practice by holding regional training conferences, program seminars, and training for individual agencies. The CWLA Center for Program Excellence will continue to provide consultation services, including surveys and needs assessments, community and agency studies, evaluations, crisis intervention, long-term and strategic planning, technical assistance, accreditation consultation, and recruitment for management positions. The CWLA wants to expand its publications activities to inform and educate a wider audience about child welfare issues. The League will convene leading child welfare researchers and practitioners to develop a research agenda for the 1990's, and a new CWLA publication will highlight the research findings. Public policy efforts of the CWLA will focus on strengthening available services and creating new programs where necessary to support children in their own families and those needing out-of-home care. The League's Information Service will continue to collect and disseminate information affecting the development of standards, policies, and practices. Special initiatives will focus on family foster care, child protection, AIDS, chemical dependency, culturally responsive child welfare practices, intergenerational coalitions, and youth in care.
