Annotation: The Bellemare Committee proposed a dramatic change to the police control system to make it more impartial, transparent, credible and fair, not only for ethnic minorities but for all citizens.
Abstract: The main recommendations advocated by the Bellemare Committee involve police duties, recruiting, training, discipline and Code of Ethics, and community relations. Police duties should be changed to ensure that human rights and freedoms are fully respected. Ethnic minority access to policing should be promoted, especially by implementing equal employment opportunity programs. Police officers should be provided with more knowledge and abilities to enable them to do their jobs in a multi-ethnic and multi-cultural society. Breaches of human rights and freedoms should be monitored more closely by appointing members of the public to sit on police disciplinary and ethics committees. Relations between the public and the police should be improved, particularly between citizens from ethnic minorities and the police. 30 references
