Annotation: This report describes the conceptual-development phase of a plan to establish a California DUI (driving under the influence) management information system (DUI-MIS).
Abstract: Input for DUI data needs and data sources was obtained from an advisory committee composed of representatives from all components of the California DUI countermeasure system. The committee established a set of goals and objectives for the overall DUI control system and identified goals for each component subsystem. Measures of system performance were developed for each goal or objectives, and this input was the basis for developing conceptual design specifications for a DUI-MIS. The advisory committee also developed general recommendations for DUI system improvements. In 1989 during this project, Chapter 450 (AB 757, Friedman) was enacted, effective 1/1/90. This law mandates the creation of a statistical reporting mechanism for monitoring the performance of all system components (sanctions and organizational entities) involved in controlling drunk driving in California. This legislation provides a timely mechanism and statutory authorization for implementing the data system described in this report.
