Annotation: The 1990-1991 management plan of the New Zealand Department of Justice focuses on financial management reform.
Abstract: In particular, the department's cash accounting system is moving to an accrual accounting system, and a management planning process in which objectives contribute to goals is becoming one where outputs contribute to desired outcomes. Resource-linked management planning has been undertaken within the department over the last 2 years. Each division now has a comprehensive management plan for its own operations that incorporates such internal management issues as employment equity, responsiveness to the needs and aspirations of the tangata whenua, and broad cultural perspectives. The management plan emphasizes policy and performance, and plan objectives relate to business law reform, social and family law, information and privacy law, property rights, individual access to legal processes, penal system reform, and crime prevention. The plan also covers probation, psychological services, and courts. Internal financial management of the Department of Justice n is organized around support functions that include planning, internal audit, communications, property management, finance, training and development, equal employment opportunities, personnel policies and industrial relations, personnel services, and working capital. Department organizational and budget charts are provided.
