Annotation: This National Institute of Corrections' program statement for fiscal year 1991 (October 1, 1990-September 30, 1991) explains the institute's services -- technical assistance, training, and information clearinghouse -- as well as program development and evaluation projects to be conducted during the new fiscal year.
Abstract: The report describes the overall services and application procedures of the institute. Specific services available and ongoing activities are presented by the institutes program divisions that will coordinate the efforts: the Jails Division, Prisons Division, and Community Corrections Division. The Jails Division will provide short-term and long-term technical assistance for jail management, operations, services, and programs. Targeted technical assistance will encompass a facility-development program, jail crowding symposiums, jail population forecasting, direct-supervision jails, a large jail network, and objective jail classification. Seminars and other training opportunities are listed. The Prisons Division will provide short-term and long-term technical assistance for prison management, operations, personnel, and programs. Program activities will focus on the older inmate, programming for mentally retarded inmates, and corrections internal management and operations review system. Training opportunities are listed. In addition to providing comprehensive short-term and long-term technical assistance, the Community Corrections Division will target probation violation and revocation issues, the building capacity of community corrections oversight agencies, and facilitation of the use of intermediate sanctions. Training programs to be conducted by the National Academy of Corrections are briefly described. An application form for financial assistance from the institute is included.
