Annotation: This document identifies residential community corrections facilities (RCCF) nationwide and describes their operations.
Abstract: An RCCF was defined as a program which houses adult offenders, receives at least 70 percent of its clients through criminal justice referrals, operates independently from a jail or prison, and permits clients to leave the premises during the day. Questionnaires relating to community, facility, management, operations, clients, and fiscal matters were sent to approximately 1,100 RCCFs. Results show that: (1) they are almost equally divided between the public and private sectors; (2) the national full-time staff ratio of males to females is 2 to 1; and (3) volunteers are an integral part of the programs. More than half of the RCCFs accept referrals from State prisons. The range of services include individual counseling, employment counseling/placement, medical services, and GED/ABE preparation. The average "success rate" for the completion of RCCF programs was 73 percent. 52 tables and appendix
