Annotation: The South Carolina Department of Probation, Parole, and Pardon Services reports on its activities and responsibilities for the offenders it supervises and the communities in which they live for the fiscal year 1990-91.
Abstract: The department's drug deterrence efforts, implementation of an innovative intensive day treatment program for substance abusers, enhancement of its probation and parole violation guidelines, expansion of its use of home detention and second-shift surveillance, and improved quality management are highlighted. A profile of the board and a historical perspective of the use of parole in South Carolina are provided. Detailed information is presented for the Office of Commissioner regarding victims services, quality management, public information, and legal and legislation services and for the Office of Deputy Commission covering administrative hearings and internal audits. Also reported on are the responsibilities of the Division of Paroles and Pardons and the Division of Operations covering the restitution center, community psychologicals, the staying straight program, the adult community residential program, transitional living, home detention, public service employment, drug deterrence and identification, interstate compact, and volunteer services. Administrative services are described as well as efficiency and effectiveness measures of the department. An analysis is presented of supervision capacities and populations with detailed statistics on probation, parole, early release program, youthful offender condition release, and extended work release. Information on offense classification of probationers and parolees, on cases by County, and on revocation by County is appended.
