Annotation: This study examines the issue of consolidation of law enforcement services in a large urban county by the year 2003. Information is presented in a journal article and a technical report.
Abstract: Forecasting of relevant events and trends was conducted by a panel using the Nominal Group Technique Process and the data collected were used to develop three scenarios. An implementation plan and mission statement for one scenario were developed for use by the Sheriff's Department of San Bernardino County, CA. Critical stakeholders were identified and a Transitional Management Team was established to supervise the desired changes. Endnotes, bibliography, graphs
