Annotation: This overview of community policing considers issues related to philosophy, management orientation, mandate, operations, and the future.
Abstract: Issues considered regarding policing as a philosophy are whether it can be implemented partially, whether it can operate as one among a number of policing philosophies that apply to different operations, and whether it is a philosophy of police management, police operations, or both. In the area of management orientation, community policing is discussed in terms of the management environment required, the reforms needed, and implications for contemporary management trends. Regarding community policing as a matter of mandate, the author discusses whether or how far the police mandate should be broadened, how to determine the breadth of the mandate, how "quality of life" is the business of law enforcement, and how a police chief knows where to draw the line when the public mandates broader police activities. In discussing the implications of community policing for operations, the author focuses on the police occupational image, parameters for police operations in the context of community demands, and when to replace all traditional police activities with the new tasks of community policing. Other issues discussed pertain to the political dynamics of the change to community policing and how to guide the future development of community policing. 12 references
