Abstract: The OJJDP provides formula grants annually to States and territories eligible for funding under the Juvenile Justice and Delinquency Prevention (JJDP) Act. The monies are used by the States to deinstitutionalize status offenders, separate juveniles and adult offenders in secure custody, remove juveniles from adult jails and lockups, monitor compliance, address the issue of disproportionate confinement of minorities in secure facilities, and implement advanced techniques identified in the JJDP Act. To complement the formula grant program, technical assistance is available to all participating States and territories. Virtually all States have received some type of technical assistance through the Formula Grants Technical Assistance Program, either through national training workshops, on-site planning or problemsolving, or the distribution of program information. National and State organizations such as State Advisory Groups, the National Juvenile Detention Association, and others have benefited from the program. This manual is designed to provide information on technical resources available to participating States and territories to assist in the implementation of the Act and the process for accessing these services. It describes the contextual framework in which these resources are provided, the type of technical assistance, the resources available, and the procedures for accessing each.
