Annotation: This report describes the 1995 activities of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), which provides global information on the phenomenon of drugs and drug addiction to the European Community and its member states.
Abstract: In its introduction, the report describes the process of the launching of the EMCDDA; the general conditions of the installation and the initiation of the first activities of the agency; the constitution of a first team to carry out the most urgent tasks; the constitution of the executive and consultative bodies of the agency; and the establishment of the network of national observatories and the first efforts at cooperation with various partners. The second chapter describes the steps that culminated at the end of 1995 in a first operational mechanism that allows the EMCCDA to do its scientific work in 1995 and 1996. The 1995-96 operating program has been included as an annex. A third chapter addresses the dynamic of the EMCDDA and the enlargement of its activities in cooperation with its various partners. A chapter describes the administrative organization, including a reminder of the main decisions taken by the management board and of the opinions of the Scientific Committee of the EMCDDA. Two chapters focus on the human resources of the EMCDDA, as well as its finances and 1995 budget. The structure and detailed activities of the staff are presented in an annex.
