Title: Methamphetamine: National Conference of Federal, State and Local Law Enforcement

Annotation: This report includes a digest of the presentations made to a conference on methamphetamine, a review of the findings from a survey of conference participants, and an overview of the conference workshops and their recommendations.
Abstract: Conference presentations include a national overview of methamphetamine abuse, with attention to addiction, symptoms, and reaction of methamphetamine, as well as criminal trafficking organizations and illicit production. A review of the methamphetamine problem in California considers the new methamphetamine trade, clandestine lab safety and public awareness, and chemical control. Regional trends in methamphetamine trafficking and use are also discussed. Upon arrival, conference participants -- representatives from all governmental levels of drug law enforcement -- completed a survey that polled their general reactions to a slate of issues related to methamphetamine production, trafficking, and use. The survey results are included in this report. Other conference presentations addressed organized criminal trafficking groups from Mexico, chemical diversion and methamphetamine, and prevention and treatment of amphetamine abuse. The working groups discussed and developed recommendations on the following issues: investigative/enforcement strategy, chemical control, information sharing, clandestine labs, technology, environmental/health issues, and demand reduction. The conference successfully outlined the nature of the emerging methamphetamine threat and generated a roster of prescriptions for addressing the problem. For the first time ever, drug and law enforcement experts at the Federal, State, and local levels and from across the Nation came together to share their views on a common threat. Due to the success of the methamphetamine conference, the Drug Enforcement Administration is planning to hold another such conference next year to address new and emerging drug issues.
