Annotation: This annual report by the U.S. Secretary of Defense is an assessment and description of plans, under the Department of Defense's, Chemical and Biological Defense Program (CBDP), to improve the Armed Services ability to survive, fight and win in a nuclear, biological, and chemical (NBC) warfare environment.
Abstract: The National Defense Authorization Act for Fiscal Year 1994 mandates the Department of Defense (DOD) to coordinate and integrate all of the Department's chemical and biological defense programs. The Secretary of Defense must submit an assessment and description of plans to improve the Armed Services readiness to survive, fight and win in a nuclear, biological, and chemical (NBC) containment environment. In this report, modernization plan summaries are presented that highlight the DOD's Chemical and Biological Defense Program (CBDP) approach to improve current NBC equipment and correct any existing problems in the program. The report is divided into six sections: (1) DOD Chemical and Biological Defense Program management and oversight; (2) non-medical NBC warfare defense requirements and R&D program status; (3) medical NBC warfare defense requirements and R&D program status; (4) NBC defense logistics status; (5) NBC defense readiness and training; and (6) status of DOD efforts to implement the chemical weapons convention. In addition, Annexes A through D offered detailed information on Joint and Service unique NBC defense equipment, as well as contamination avoidance, protection, decontamination, and medical programs.
