Annotation: This document presents the budget requests for the Office of National Drug Control Policy (ONDCP) for Fiscal Year 2004.
Abstract: The ONDCP is the President’s primary source of support for counter-drug policy development and program oversight. The Office is responsible for advising the President on national and international drug control policies and strategies, as well as ensuring the effective coordination of drug programs within the National Drug Control Program agencies. For the period October 1, 2003 through September 30, 2004, ONDCP is requesting budget authority of $523,640,000 and 125 full time equivalent (FTE). This is an increase of $532,000 (0.1 percent) from the 2003 budget request. The budget request reflects four accounts: the Salaries and Expenses, the Counterdrug Technology Assessment Center (CTAC), the Other Federal Drug Control Programs, and the High Intensity Drug Trafficking Areas (HIDTA) program. The request for Salaries and Expenses is $27,290,000 and 125 FTE, an increase of $1,832,000 and 10 FTE over the 2003 budget request. The CTAC budget request is $40,000,000, the same level as requested in 2003. The Other Federal Drug Control Programs budget request of $250,000,000 is $1,300,000, or 0.5 percent less than the 2003 budget requests. The HIDTA budget request of $206,350,000 is the same level as requested in the 2003 budget request. In 2002, systematic reviews of more than 200 Federal programs were conducted to assess their performance. Two ONDCP programs -- the HIDTA, and National Youth Anti-Drug Media Campaign -- were among the 200 programs. The reviews found that the two programs had not demonstrated the results sought and had not established satisfactory long-term and annual performance goals.
