Annotation: This report provides statistical descriptions for all persons sentenced to correctional institutions administered by the Hong Kong Correctional Services Department in 2000.
Abstract: The first section of the report presents an overview of the demographic, socioeconomic, and criminal characteristics of the sentenced offenders. The second section presents key statistics on sentenced persons by correctional program. The correctional programs are prison, a training center, a detention center, and a drug addiction treatment center. The third section contains statistics on drug addicts, and the concluding section presents selected comparative statistics for 1999 and 2000. In 2000, the total number of sentenced offenders admitted to Hong Kong correctional institutions was 17,759, a 4-percent increase over the 17,076 persons admitted in 1999. Thirteen percent of the male offenders were sentenced for theft, and another 13 percent were sentenced for simple possession of dangerous drugs, 8 percent for breach of condition of stay, and 7 percent for possession of a forged identity card. For commitments of female offenders, almost half were for breach of a condition of stay, and another 10 percent were for possession of a forged identity card. Ten percent of offenders admitted to correctional institutions were under 21 years old. The number of offenders sentenced to imprisonment increased to another record high of 15,746 in 2000, primarily due to the increase in the number of female Mainland Chinese prisoners; female receptions increased 15 percent while receptions of male offenders decreased 1 percent. The average length of sentence (excluding life and indeterminate sentences) decreased slightly in 2000, from 10.7 months in 1999 to 10.1 months in 2000. Receptions into drug addiction treatment centers increased 3 percent, from 1,372 in 1999 to 1,414 in 2000. Receptions into training centers decreased by 5 percent, but receptions for detention centers increased by 46 percent compared with 1999. In 2000, 5,386 offenders placed in custody were drug addicts, a 2-percent increase from 1999. 32 tables, 6 charts, and appended descriptions of types of correctional programs and the classification of offenses
