Annotation: After describing the management and programs of the Nebraska Department of Correctional Services for fiscal year 2003, this report presents a statistical summary pertinent to the department's operations for fiscal year 2003.
Abstract: As in fiscal year 2002, the Department of Correctional Services continued to address the challenges for the fiscal crisis facing the State. The department re-evaluated its operation to ensure the most efficient and effective use of its limited resources. The department continued to experience an increase in the number of offenders admitted to prisons, a key factor in inmate crowding. In an effort to address this circumstance, the State has committed itself to a greater use of community corrections, as evidenced by the enactment of LB 46 during the 2003 legislative session. This legislation focused on the need for alternatives to incarceration. The department began several initiatives designed to counter prison crowding, notably how inmates are classified within the system. The transferring of inmates from other facilities to the Tecumseh State Correctional Institution, a maximum/medium custody adult male facility opened in December 2001, has reduced crowding in facilities throughout the system. This report presents an organizational chart for the department as well as a fiscal year 2003 annual cost report. Administrative support and administrative services are described, along with programs and community services. The statistical summary encompasses admissions, releases, and population summary; new sentenced admissions; the total male and female populations; institutional releases; admissions and releases to the Evaluator-Safekeeper-Work Ethic Camp; revocation admissions; community corrections; parole population; parole revocations; parole discharges; release to parole; and recidivism report.
