Abstract: THE TOOL IS A PROCESS CALLED OBSERVATION OF THE BEHAVIOR OF JUVENILES IN INSTITUTIONS. THE PROCESS INVOLVES THE USE BY THE TEACHERS OF A PRESCRIBED LIST OF COMMENTS ON THE BEHAVIOR AND ATTITUDES OF THE INMATES. EACH MONTH THE TWO TEACHERS BEST ACQUAINTED WITH EACH INMATE SCORE (INDEPENDENTLY OF EACH OTHER) THAT INMATE ON EACH OF THE COMMENTS ON THE LIST. THERE ARE FOUR POSSIBLE SCORES APPLICABLE, SOMEWHAT APPLICABLE, NOT VERY APPLICABLE, AND NOT AT ALL APPLICABLE. THE SCORES ARE THEN COLLECTED AND ANALYZED. THE PROCEDURE BY WHICH A TOTAL OF ABOUT 350 PROPOSED COMMENTS WAS NARROWED DOWN TO ONLY 113 IS DESCRIBED. THE LIST ITSELF, INSTRUCTIONS TO TEACHERS FOR APPLYING IT, SAMPLE DISTRIBUTION OF SCORES ON EACH COMMENT, A TABLE SHOWING THE DIVERGENCE BETWEEN THE SCORES GIVEN BY THE TWO TEACHERS, AND/FURTHER TABLES SHOWING RELATIONSHIPS AND FINDINGS RESULTING FROM THE ANALYSIS OF THE SCORES APPEAR AS APPENDIXES.
