Annotation: RECOMMENDATIONS ARE MADE FOR THE IMPROVEMENT AND EXPANSION OF ST. JOSEPH COUNTY'S JAIL AND CORRECTIONAL SYSTEM IN AN EFFORT TO MODERNIZE THEM AND COMBAT THE PROBLEMS OF RISING JAIL COSTS AND RISING JAIL POPULATION.
Abstract: RECOMMENDATIONS ARE MADE IN THREE BASIC AREAS: ORGANIZATION OF THE CORRECTIONAL SYSTEM, PROGRAMS AND SERVICES, AND FACILITIES. ORGANIZATIONAL CHANGES INVOLVE CREATING WITHIN THE SHERIFF'S DEPARTMENT A SEPARATE CORRECTIONS DIVISION AND CENTRALIZING INTAKE AT THE COUNTY JAIL. EXPANSION IN THE SECOND MAJOR AREA CALLS FOR RELEASE-ON-RECOGNIZANCE PROGRAMS (INCLUDING 10 PERCENT BOND), PRETRIAL INTERVENTION AND DIVERSION PROGRAMS, IMPROVED PROBATION SERVICES, WORK RELEASE PROGRAMS, AND A MULTI-PURPOSE CORRECTIONAL CENTER. FACILITY RECOMMENDATIONS COVER SUCH THINGS AS STAFFING, OPERATING PROCEDURES, CHANGING JOB TITLES AND ROLES, RAISING LEVELS OF STAFF TRAINING, AND RENOVATION OF THE ENTIRE JAIL FACILITY; THE REPORT INCLUDES THE ARCHITECTURAL DESIGNS FOR EIGHT RENOVATION OPTIONS. THIS PLAN REVIEWS THE EXISTING CORRECTIONAL SYSTEM AND FACILITIES, AND PRESENTS THE CURRENT AND PROJECT DATA ON WHICH THE RECOMMENDATIONS ARE BASED.
