Abstract: THE TEXT IS BASED ON THEORIES AND METHODS TESTED AND PROVEN VIABLE IN FIFTEEN MIDDLE-MANAGEMENT COMMUNITY POLICE ADMINISTRATION PROGRAMS, THIRTEEN IN CALIFORNIA AND TWO IN OREGON. THE SUBJECTS COVERED IN THIS STUDY INCLUDE BACKGROUND OF LAW ENFORCEMENT MANAGEMENT; COMMUNICATION, MOTIVATION, AND LEADERSHIP; ESTABLISHING OBJECTIVES WHICH PROVIDE DIRECTION AND WHICH CAN BE USED AS A BASIS FOR MEASURING EFFECTIVENESS; PLANNING, DECISION-MAKING AND POLICY FORMULATION; DETERMINING MANPOWER NEEDS AND ALLOCATING MANPOWER; BUDGETING; TRADITIONAL SYSTEMS APPROACHES TO ORGANIZING; RECRUITING, SELECTING, AND TRAINING PERSONNEL; AND EVALUATING AND CONTROLLING PEOPLE, PROGRAMS, AND THE ORGANIZATION. THE INFORMATION IS PRESENTED WITHIN THE CONTEXT OF POLICE ACCOUNTABILITY TO THE RULE OF LAW AND TO THE 'PUBLIC INTEREST' IN THEIR COMMUNITY.
