Annotation: DESCRIPTION OF EVENTS AT THE UNITED NATIONS LEADING TO THE ADOPTION OF THE RESOLUTION ON TERRORISM OF DECEMBER 18, 1972, WHICH DEALT WITH SEEKING THE UNDERLYING CAUSES OF TERRORISM RATHER THAN COMBATTING IT.
Abstract: ARAB, AFRICAN AND UNALIGNED NATIONS FAVORING THE RESOLUTION TOOK THE VIEW THAT TERRORISM COULD CONSTITUTE A METHOD OF FIGHTING FOR FREEDOM. THIS WAS IN CONTRADICTION TO THE WESTERN NATIONS' DESIRE FOR POSITIVE ACTION. THE AUTHOR SAYS THAT, HAVING FAILED TO OBTAIN A STRONG UNITED NATIONS RESOLUTION ON TERRORISM, THE WESTERN NATIONS MUST NOW CONCENTRATE ON UNILATERAL ACTION AND COOPERATION AMONG THEMSELVES IN COMBATTING IT. -- IN DUTCH AND FRENCH
