THESE ARE TO CLEARLY FORMULATE CONCRETE LEGAL STANDARDS, TO INSTITUTE ADVERSARY PROCEDURES, AND TO ANNOUNCE IN AN ADEQUATE MANNER BOTH RIGHTS AND OBLIGATIONS. DISCUSSED ARE FEATURES OF A PROPOSAL FOR LEGALLY FORMULATING PRISONERS' RIGHTS IN THE NETHERLANDS.
