Annotation: A BRIEF REVIEW OF THE HISTORY OF BOTH CAPITAL PUNISHMENT AND THE MOVEMENT TO ABOLISH IT THROUGHOUT THE WORLD, THE CURRENT STATUS OF CAPITAL PUNISHMENT IN INTERNATIONAL SOCIETY, AND OF THE ISSUES SURROUNDING CURRENT DEBATE.
Abstract: THE AUTHOR CONCLUDES THAT IT CANNOT BE DETERMINED WITH ANY PRECISION JUST WHAT THE EFFECTS ARE OF ANY PARTICULAR PUNISHMENT IN TERMS OF SUCH COMPLEX AND OFTEN INTERRELATED OBJECTIVES AS PUNISHMENT, RETRIBUTION, DETERRENCE, REHABILITATION, REPARATION, AND SOCIAL SOLIDARITY. THE U.S. SUPREME COURT IS EXPECTED TO RULE ON WHETHER EXECUTION REPRESENTS CRUEL AND UNUSUAL PUNISHMENT PER SE.
